Good luck with enforcement. Those tickets will be totally beatable in court -- I could go into long-winded constitutional scholarship here, but suffice it to say that before you can enforce a law, there must be adequate notice. They can't expect to enforce a law that changes every five minutes.
Besides, speed isn't the problem during rush hour -- it is the LACK thereof, am I right?
